Gimbal issue it of the box

Out of the box P4 having gimbal issues. Rotates down approx 10deg then stops, attempt again and it moves another 10deg. It will eventually point down after doing this a dozen times. Any ideas? It did this before firmware update and after, gimbal calibration has no effect. No errors.

Did you try increasing the Gimbal Tilt EXP setting?
