gimbal assembly

hi.
please find attached 2 photos of my gimbal. I bought a polarpro cover and began to notice the rubber "skirt" at the top of the gimbal. I then started looking at other P4 pix and didn't see it. Is it normal or has it removed itself from the body?
MIghtthisbegin to explain the "gimbal overload" during poi?. It was like it when I bought it (2nd hand but looks in fantastic condition -not one sscuff)

Def looks like the Polar Pro gimble protector has pulled out your grommet from it's cavern that it is usually in. You should be able to just stuff it back up in it's spot very carefully.
 
what is the role of this grommet? Thereis a youtube video that shows it sitting above the motor
It basically looks like it is a dust covering tbo. I originally thought it was part of the dampening of the gimble to soften vibrations etc. But looking at it now closer I think it's just there to keep out dust. Were you able to poke it back in it's place?
