anyone know if it is ok to fly over Raleigh NC just looking to get some aerial pics

Download the app B4U FLY. It will have some specific info regarding the FAA and restricted areas.

i would definitely maintain LOS with all the class c and heliport airspace in the area. Other apps that are good are airmap and kittyhawk.io I think B4UFLY is a little over the top but I still use it for first flights in areas.
