I haven't updated my phantom 4 in a while its asking me to update to v402.00.0700

is it safe to do so?
no known issues with this version?

That firmware was released on January 24th. While you're not required to install it, it's a stable build and okay to do so.

The rc has the latest update does that mean i need to downgrade that first or just gohead and update the phantom?

I'm running 1.9.3 on the RC and the update ignored it. From memory I didn't update the batteries and the update went fine.

No, you don't need to downgrade the RC firmware.
