FAA Advisory Circular 91-57

Today I saw a news chopper flying at no more than 250 feet altitude and it was least 5 miles away from the nearest airport.

How is FAA Advisory Circular 91-57 supposed to have any meaning for safety when manned vehicles are flying this low?
 
I'm not certain,but....
because the laws are made for model fliers like us because manned aircrafts ALWAYS have the right of way. Especially emergency vehicles. You think the life of your drone is worth more than the life of a human?
