Do you need to belong to a club to get the 336 registration?

Hi,
I want to register my drone but I am not sure if Part 336 only applies to drone operators that belong to a club based on the requirements listed? I am not 16 yet so Part 107 does not apply to me. Can I register with part 336 or do I have to be a member of a flying club?

So what does this mean in the FAA requirements: "Follow community-based safety guidelines and fly within the programming of a nationwide community-based organization"?

It means that you need to follow the guidelines of a nationwide community-based organization, but not that you need to be a member. Effectively, at present, that means that you need to follow the AMA Safety Code.
