If I can use it via the HDMI port on the P3A,.....manual say it works from P4 @Mavic, but also say can connect to any HDMI devices

Yes, you can connect the DJI Goggles to the HDMI output module via the HDMI cable that comes with the goggles. You'll also need an HDMI to HDMI mini adapter. I'm using this one.

Yes, you can with the HDMI module fitted, but not all the functions will work. See here:- WTF! New DJI Goggles don't support Phantom 3's !

But with a P3, the DJI goggles are really just an expensive form of FPV.

Dji Goggles can connect to Mavic and P4 wirelessly and also has an app like Dji Go. It offers many functions to Mavic and P4 series. But also has hdmi port which can be used to display any videos upto 1080p from external devices like cell phones, P3, etc.

No. They can only be connected to the Mavic wirelessly.
