Is there any adverse effects on the GPS receiving ability from a decal on top of the bird?

It should be fine. If you have any doubts, lay the decal on top of your bird and see if it affects the GPS signal.

As long as it is not made from and does not contain any metallic foils you should be good. Typically they are made from vinyl which is safe to use.

I dyed the shell of my P2 so on my P3 I thought I do this...
