Unless it is listed as royalty free, you have to pay the artist to use their material. Exception would be if it was a legitimate part of a news story. YouTube doesn't count

Upload to YouTube, use royalty-free music from YouTube, then post a YouTube link to Facebook.

Agree totally with Mr. Salty. Upload your video to Youtube, then go to the Video Manager. Click on the Edit down arrow to the right of your video name, and pick "Audio". There it will suggest some royalty free music based on the length of your video. Works great!
