Circular Polarizer lens or Polarizer lense

Hi quick question, what is the difference in between these two lenses if any is it just the name or are they different lenses for different uses.

A CPL you can rotate the bezel of the filter to change the polarization depending which direction the sun is. Usually a polarizer is fixed, some ND Filters with a polarizer are this way.
