Buzzard?

I've just been looking through an old video and noticed what I believe to be a buzzard?didn't notice it whilst flying, I've clipped the original video and slowed it down, what do you think?

I would be scratching my head as to why it suddenly dropped into the river, I've seen so many buzzards in the UK lately, crows don't seem to like them too much though, seen a few crows mobbing them in flight.
