Does anyone make a battery heater/warmer that can be used to hear up p3 batteries to operating temperature in the winter and maintain their temperature for safe flight?

No. You could do something simple like throw them into a thermal bag with some hand warmers.
Wrap it in this. When it gets to 100 degrees F, you're ready.

I keep mine in a soft sided cooler with hand warmers inside.
Once in the aircraft and operational it will self heat pretty well. My main concern is having it up to a min of 70deg before placing in the aircraft and starting to use.

I use one of those 12v heater/coolers for the car. Plug it into the accessory socket and it keeps the battery warm in the winter and cool in the summer. Was only $30
I made my own which I just keep in the back seat of my Jeep, was easy to make and inexpensive.
