Wen flying will the 4 tell me its altitude on the display. Like if you take off and you stay on a putting green and fly down the fairway and the fairway is rolling will it sense the ground or is altitude displayed from where the controller is

The displayed altitude is the height above the takeoff point. That value is just an estimate, so I would not recommend relying on it for any type of flight maneuvers that require it to be 100% accurate.
If you're flying less than 30 feet from the ground, the DJI GO app should display the altitude detected by the VPS. That number is usually fairly accurate. VPS does not work well over some surfaces though (e.g. water), so it might not be accurate sometimes.

Agree, sometimes it's on and sometimes it's off so just use it as a estimate
