16mph wind

If you have other quadcopter experience than go for it, if not I would stick to lower wind until you can fly it proficiently in ATTI mode.
 
If you are new to the quadcopter scene.. Don't chance it in high winds. Just not a good idea. I won't fly mine in any winds that I can't handle comfortably in ATTI mode. But I'm an old fuddy-duddy and just received mine 3 weeks ago. I'm sure there are folks on here that can do it..

Know your capabilities and don't exceed them.

Actually it is advisable to fly in a hurricane first. If you can comfortably do that in ATTI mode, you should be ok.

In terms of rain or snow, the Phantom was designed with that in mind. Heavy snowfall flights are suggested while learning to control the quadrocopter. Preferably near power lines.
