The FAA has no jurisdiction inside structures and dwellings. Local competitive quad flyers regularly hold races inside parking garages at UCI, which is in the Class C airspace—if flying outside. I believe that CSUF parking garages also host some of these races.
I've flown that area a few times. There are some old deserted buildings throughout that area that are drone-video worthy. I'm not talking around the military installation, but the small towns around there, within their GPS testing range that's going on.
Hey my fellow remote pilot peeps...I would be careful flying out in the high desert for the next couple of weeks, specifically around Barstow (within a 50 NM radius).

Certain parts of the river should be okay, depending on if it falls inside a radius of five miles of an airport or not. It also depends on if there are any NOTAMs/NFZs for the area.

Ah! I didn't think about losing VLOS. On occasion, I'll fly outside a restricted area (like a park), but then fly over it to capture video/pics, etc.
The California state park rule out here is that it is allowed unless specifically posted not to fly.
No argument necessary. That's why I stated that it doesn't affect us sUAS pilots since we would never (legally) hit the 700' floor of Class E. ;) I also changed that post to include the 700' requirement. I hope this doesn't confuse anyone.
