I tend to disagree with some of the comments you received about working in the D.C. area. If you want to fly the drone under 100 feet in your backyard it should not take an act of congress ... just my opinion. Anyway, perhaps you could try a different flight mode, or a different app such as the Litchi that might allow you to work. I have flown in the D.C area with a Phantom 2 Vision-plus, and had no problems.
