Thanks for the input. We tried downloading the video via phone and the SD card with an adapter. You can actually see the distortion (proper terminology?) on the phone when recording it.

No film on the lense...I had that covered! I do not know the technical term...distorted, refresh rate, frames per second...to describe the issue. You can clearly see it if you enlarge the video linked above.
