I've got the same problem on my iPhone 6S Plus iOS 9.3.1 I've already tried restoring iOS through iTunes though I during the iPhone setup I chose to restore from iCloud. Do you think that if I chose to set up as a new iPhone it would work? I don't really want to loose all the data and settings...
