It won't. Some FAA rule states no other authority may impose registration of model aircraft. Unless that wording was also changed with this court ruling then no authority may impose any registration of model aircraft.
You should make citation to the FAA rule about registration. If you fly unregistered with the city and you're fined sounds like a good court fight to me. The FAA is very clear about no extra registration. But since when has government rule stopped anyone.
What exactly is this permit for? If you launch on private property without this permit, can you get in trouble? Because the FAA specifically states local governments may NOT require additional registration.
That's correct, NOT from my drone haha. That is at my home in Connecticut through my 8 inch telescope. I do use a dslr though. A canon 40d modified with the infrared filter removed.

Yeah it is of course the safest to stay under 400 feet because if you are near any air traffic you could be cited for endangering other air craft. I wouldn't hesitate to go about 400 feet but only in certain areas.

So if you do some looking on AMA rules and the 400 foot rule, you can go above 400 feet when flying under AMA safety code. The safety code does restrict to 400 feet within 3 miles of an airport.

My understanding is for hobbyists, there is no height limit; however, 400 feet is listed as a safety guideline. Edit: section 336 under public law 112-95 outlines like 5 regulations that must be followed:
