    Flying close or over people

    If you can't fly over people per FAA 107.39 how in the world can you do photography of people and for people at events? Looking online it's obvious a waiver wouldn't be granted by the FAa since only 3 have been granted. Thanks for any input. The law 107.39 isn't really detailed and sucks lol.
