Try using the B4UFLY app from the FAA. The app will tell you if there are any limitations in the area you are trying to fly, and you can also request flight authorization from the App.
The App is free for both, iOS and Android.

That's my experience too. When connected, the RC charges the device I'm using. It's been the same with different drones: Phantom 3 Pro, Phantom 4 Pro v2 and Mavic Pro 2.

If you live in the USA the max flight altitude is 400 ft. (You need permision to flight higher, and it is not allowed everywhere).
Check the altitude limit in your settings, change it to 400 ft and see if the message changes.
I don't know about regulations in other countries.

DJI's Ground Station Pro (GS Pro) allows you to flight at 16.4 feet (5 m), but it only runs in iOS.
Measure (gc.measure.com) also allows you to flight at 16.4 feet.

I believe that is the answer to your question. You have a battery problem.
I wouldn't try to fly the drone with a defective battery. Not only for the risk to loose the drone, but for the damage it can cause if it fails during a flight and falls.
