I would imagine the wires touched at some point and it has blown the protection inside the Phantom. Do you have a multimeter to check this? I would insulate the wires before connecting up. use some sleeving or worse case, insulating tape.

Even now, you would use a jib for a shot like that. Drones are more used for inaccessible areas too high for a jib and too low for a helicopter.

Depends on what you are intending to do with the footage. If your end goal is Youtube, then 30FPS (NTSC) is better, the same for anything PC based. PAL is more important if you intend to use footage for broadcast or burning to PAL DVDs.
Yep, not only are there park regulations and restricted flight zones covering most of London, but they come under the Congested Areas rules if you fly with a camera.
