I think it also depends on what version DJI drone you have as I have seen mixed response the CSC motor kill time.

Not sure but you can call DJI directly to find out. I think you can purchase it with the refurbished drone, as long as it is coming directly from DJI. I sent my badly damage drone in P4P for repair and was able to purchase Care Refresh for it.
