    I had this problem, and fixed it by turning on developer options, and then turning on the option "allow ADB debugging in charge only mode". if that doesnt work, try changing the "select USB configuration" setting to Media Transfer Protocol (MTP). hope this helped. (btw i'm on Huawei P9 Lite...
