I am not certain because I have a P3 and not a P4 and I might be wrong, but this looks pretty normal to me. Try leaving it plugged in for a while and see what happens (but make sure it is in your supervision). If it doesn't show any charging difference in an hour stop charging it and post here.
Yes, a new motherboard would be quite expensive (around $200 from what I've seen so far for the Pro), and I would also be quite worried. DJI might be able to offer you a specialized part for purchase, but odds are that you would have to buy a new main board. I would take it in to an electronics...
Can you give us some info on how you obtained it? (3rd party shop, used, direct from DJI, etc.) Have you flown it before? Give as much info as possible.
Ah... the exact same thing happened to me when I first got my Phantom 3. Try using a different phone if you have access to one (android if you are using iOS and vice versa). This is what finally worked with me.

Sorry man, no Idea. I'd call DJI support at this point... if you can get any help. I'm afraid I can't help much more here (I could probably figure it out if I was there in person). If you have a local hobby shop, also ask them for help.
