John, I am having this issue too. Only difference, when I am flying backward or sideways, I get 22mph. Only flying forward do I get the 13mph. There is something wrong here.

I'm not going to tell you what to do but in my case, when I was performing the upgrade the other day, my P4 got all messed up. I called and talked to DJI and after a 40 minute wait, the tech told me that I needed to reinstall everything starting with the P4. I told him that the remote was busted...
