For those who thinks it's old news, it happened in 2012, the new news is the number of people that the leak affected has just been released. I've been using Dropbox since 2010 so hopefully I'm not 1 of the 68,000,000 this "old" news has information on.......

My guess would be a pump house for the wells under the river/lake that supplied potable water to the area back in the day. I have a friend who is an underwater welder and travels all over to service a few that are still operational in the States. He says it's not uncommon to go straight down...
