The Taco ND filters are very good quality and are quite cheap if you buy them as a set. They also come with a free zipped case, free gimbal holder and free shipping.

I haven't used the Polar Pro's or the DJI filters so can't do a comparison.

The problem with the cheap trackers on ebay is that they use 2G and I believe that 2G will be disconnected in 2017 in the USA. If I'm wrong on this can someone please chip in.

Your Nexus 7 is an Android and the fact that you haven't been advised to update the RC when opening the DJI GO app means that DJI must have pulled this update for whatever reason - most odd. My RC asked to be updated to 1.4.0.1 as soon as I had updated to the DJI GO app but once updated it...
I think you have to have the 'A' model RC and also be using Android for any FW update notice to appear. If I'm wrong them I'm sure other members will chime in to correct me.
Yes, when I switched on my RC this morning a message came up across the top of the DJI GO app indicating that a FW update was required. This is being pushed wirelessly via the app.
